About the New York State Transition Program

The New York State Education Department has administered the Transition Program since 1988. The program is designed to prevent repeat criminal behavior by increasing offenders' economic self-sufficiency, moving them into productive lifestyles in the community, and enabling them to complete high school or earn a high school equivalency diploma. The model provides a continuum of programs and services connecting in-jail and post-release programming and provides comprehensive academic, vocational, and support services to transition a participant from jail to the community.
